When did Dutch football get this bad?

Every league except the biggest ones have been in decline since the biggest leagues got their massive television deals. Players earn twice as much playing for relegation fodder in England compared to fighting for titles in Holland, Belgium, Switzerland and so on.

And also the fact that everyone just throws money at some foreign mercenary as a quick fix, rather than develop some local talent that might stay longer and bring some identity to the club and league.
