If there is 6 groups of 4 teams, does the best four 3rd place finishers join the other 12 teams to make a last 16 or do the best two 2nd place finishers join all the group winners to make a last 8?

6 groups with the top 2 going through = 12 and then 4 more = 16
But the schedule is very strange... totally different numbers of games played... 5 teams in Group A and 3 advanced already... 4 teams in other groups...
