It's a FK, and it's inside the box. Kane has both feet on the line at the time of contact. The lines are part of the area they confine.
How is it not a penalty then?

This commentator is a bellend. Apparently Kane by looking over his shoulder is not entitled to a pen for lallana trying to piggy back him and Ndombele is a functional midfielder who Jose won’t need much encouragement to drop him.

sky didn’t show it again but I’m pretty sure Ndombele did a filthy no look pass to Son early in the game!
