But who else has made signing that will significantly improve their team?

Arsenal need a rebuild and haven't signed anyone of note.
Arsenal have signed Torreira to bolster their midfield and they moved on Wilbrick. They have that new defender whose name I can’t spell. And don’t have to rely on Cech now, with Leno having signed. Plus Aubameyang could be huge for them having now had six months in the Premier League and no World Cup.
Liverpool are the team with biggest improvement. Other than failing to upgrade Lovren, they have significantly improved their team. Fabinho and Keita are very good. And their new keeper Allison will earn them the points lost by Karius/Mignolet. I think they are the biggest threat to City.
United, I agree they haven’t improved really yet. But could do if they sign Alderweireld and another.
We seem as if we are refusing to play ball with new transfer fees. I can understand that it’s crazy money BUT this is now the world in which we operate. So to an extent, do we not have to live within that world too?
