On the stadium bit, that's a fair point. There was an element of luck in the timing of it, given it arrived *right* before COVID descended and devastated global supply chains + brought an end to the era of global free trade.
Having said that, I don't think a stadium costing 1bn or 2bn really matters to the types of people who own Chelsea (for instance) - it doesn't show up as an FFP cost, and they have hundreds of billions to play with. Might even fit in with the general Gulf strategy of buying loads of UK real estate as a bolt hole and a way to purchase influence.
It would affect the likes of Ratcliffe - while they're a league above ENIC, they're still a league below literal nation-states.
