It wasn't enough because Hamas have (had) control over Gaza.

It's a perfect example of why it can never work until Hamas are properly dealt with. Everyone can agree what a wonderful idea it all is but it only works if it guarantees Israel's security. How can that security ever be agreed when various groups' raison d'etre is to end the existence of Israel?

That came a lot later. Hamas seized Gaza in 2007. The Oslo Accords and peace within touching distance was 1993-95. Yasser Arafat was largely holding the Palestinians together then. Till Israel's far right and Netanyahu sabotaged it all with the assassination

There was still a chance of peace at that point. One of the main sticking points between Hamas and the slightly less mental nutjobs was the recognition of Israel.
 
The Likud party wants to end the existence of Palestine. The Palestinian people do not even have an army and deserve to be safe. You cannot one direction this without knowing how nonsensical your view is.
If the Likud party were the only party in Israel and were commanding a dictatorship, you might be getting somewhere towards some kind of equivalence.
