I'd disagree with the poor scout thing when you look his track record of discovering young players - Nakata, C. Zanetti, Walter Samuel, Cassano, De Rossi, Mexes, Gago, Higuain, Marquinho, Pjanic, Lamela etc.
With the negoatiating thing yes - he managed to bring in the likes of Batistuta, Guardiola, Cannavaro, and van Nistelrooy at their peaks and got all our deals (bar Willian) done cleanly and efficiently.
With the scouting though you need to preside over a wide scouting network (remember our first DoF Pleat got capable people like Graham Carr and Ian Broomfield working underneath him), and I'm not sure he's had the chance to put that in place yet. Since the sackings of Broomfield and Senior in early summer 2012, we've actually been without senior scouts in post. To some extent I think this is another Levyism - he got the man he really wanted in Baldini, but then doesn't back him with the tools he needs to do the job.
