Brazil Vs Argentina (Argentina had the first domestic league outside the UK, hence the guess), or:
USA Vs Canada (Canada beat the USA 1-0 in 1885, which seems pretty early to me)
 
I think I remember reading something about the USA, so that USA v Canada game seems a good shout to me.

There were a lot of small regional leagues in the US around the turn of the century, before gridiron gained popularity (or possibly even existed).

You're right that the United States played Canada in New Jersey as long ago as 1884, in a match the Canadians won 1-0.

And there was a return match the next year at the same venue which America won 1-0 but neither of these games were officially recognised and it wouldn't be until 1924 that USA played their first official international (against Sweden, winning 3-2 in Stockholm).
 
Then following on from DS's point about the early Argentinian league, football also caught on early in the docks and railways of Montevideo. So how about Argentina v Uruguay?

Another possibility would be between outposts of the empire: Australia v New Zealand or South Africa v Rhodesia?

No, Hungary's first international match was against Austria in October 1902 in Vienna which they lost 0-5.

What is the determinant for counting something as an international match? About a dozen countries had football associations by the turn of the century and friendly internationals had been played for over a decade. Why were the two Canada-USA games not counted?
