World Cups only then maybe, I'm guessing back in the early days we also played teams like Uruguay and Hungary quite a bit?
 
For finals stages you would have to decide whether West Germany = Germany.
If so, I know 1966, 1970, 1990, 2010

Argentina = 1966, 1986, 1998, 2002

So thats 4 each I am aware of.

Also, I would imagine it would be Scotland for just full internationals?

Yes, England have played Argentina (1962, 1966, 1986, 1998 & 2002) & Germany (1966, 1970, 1982, 1990 & 2010) 5 times each in World Cup Finals matches.

Scotland have been England's full international opponents 110 times, Wales 101 times, Northern Ireland (and Ireland pre-1922) 98 times and France 29 times.
