Interesting that you say Ings is much more of an all round player than Berahino.... What is it that you think Ings has that Berahino doesn't? I would say Berahino is faster, stronger, has better touch and a better shot. I like Ings and would be more than happy for him to come to Spurs but I don't see him as being a starting number 9 or a player who would be good backup for Kane as our number 9. Remember that if Kane is out then we currently have to either resort to a mentally troubled, inconsistent Adebayor or a non goalscoring centre forward in Soldado.

I'd see Ings initially competing with Chadli at LWF and covering for Kane as a #9. I think he would be a good backup #9 (it's more his position than the deeper role he's playing now partnering Barnes).
His versatility (I think he can play RWF as well as LWF) will be more useful than Berahino, who will simply be Kane's understudy.
Berahino also thrives on the last shoulder, but that's no use against deep-sitting teams like we play against 80% of the time. Ings drives from deep/wide, which is more what we are in need of.
I'd actually see it as a bit of a Keane (Ings) vs Defoe (Berahino) debate.
