Animation ideas - help needed

Does anyone know how to make some kind of animation cheap and easily? Something quite basic.. I had the idea to take some old photos of some mates and use them to try and make some animation.. just something simple like making the mouths move so I can create a little clip with a voice over.

Anyone know a good place to start? It'll probably just be a one time project so I don't really want fork out for some expensive software or anything but if anyone knows a good place to start or something else that could be quite clever feel free to share.

I basically want to recreate a funny story using old photos.
