Its just a way for them to fudging bring back Tupac. The guy aint dead - he is on an island somewhere with Biggy, Nate dogg etc. Tupac musta ran out of money.
The disaster ride/experience at universal studios in Florida starts off with a Christopher Walken hologram that interacts with the park assistant. That's been there for a few years now so I guess this technology isn't completely new. Doing it with someone who is dead is obviously more impressive but then there is a scene in Gladiator with a computer generated Oliver Reed as he died before they could film it.
