I don't disagree. One problem though is there needs to be some evidence of intent, which is hard to prove. Otherwise how do you differentiate teenagers tooling up from say Joe Public doing DIY? Could not agree me more, when i was a kid IF you carried a knife you got a pasting from the cops and then went to jail. Its all this flimflam social worker brick which says every one is entitled to some understanding and help to reform, little bricks should be locked up.

Thanks but that doesn't really answer my question. I'm talking about the area hidden by the cladding in this image to the right of the main entrance. You can't see in this picture if there are more panels and glazing beneath the exterior. I guess there must be a drawing somewhere showing the elevation of the finished building without the cladding/veil installed.
