It's systemic more than personnel related, as when they ref in Europe, everything runs a lot more smooth and uninterrupted, with virtually no controversy, even with engelsh refs.

I'm not one for conspiracy theories either, but with these kind lf decisions - especially in comparison to other, similar incidents - it really makes you wonder. I would not be surprised to learn of some kind of foul play in the background; most likely IMO from someone who have a big financial interest in upholding the PL's image as a competitive league.

With City running away with the title year after year, there's an increasing chance of viewers getting bored of it all, especially with ticket and TV prices skyrocketing.
