I wouldnt be so sure this will be at Wembley. Spurs only have planning permission for 27 games. 22 are already taken for PL and CL groups.
The cost of putting a game on at Wembley and the fee to the FA would be more than ticket sales.

"In Rounds One, Two, Three, Four and Five the games shall be played on the ground of the first Club drawn unless otherwise mutually arranged and agreed by The Board. In the event of two Clubs agreeing to play on a neutral ground, the Club staging such a match on their ground shall be permitted to charge, as an expense against the receipts of the match, 10 per cent of the gross gate receipts excluding Value Added Tax."
