We've rarely had outstanding full backs during my time watching Spurs (sixties onwards).
I feel you have to judge players' merits against the peers of their time, rather than modern day standards.
I love Perryman as much as the next Spurs fan - read Hunter Davies's book to learn what a decent human being he is, while his loyalty to the club is exemplary - but the fact remains he played in a lot of positions and for none of them was he considered good enough for England.
I never saw Ramsey or Baker, but in all probability Ramsey, for one, was more highly rated versus his peers than Perryman. Also, if we are going to start shifting players around to their back-up positions, we'd have Hoddle in goal and Ledley and He Who Shall Not Be Named at full-back, just to make sure they get in the team.
I thought Danny Thomas was starting to show a lot of promise for us before his career was cruelly ended by injury but if you held a gun to my head then I would have to choose between Kinnear and Carr.
Carr is more of a highlights reel player, perhaps, and maybe he shone because he was one of the few decent players in a poor team, whereas Kinnear held down a place in an era when Spurs could have gone out and got virtually any right back they wanted, but didn't.
