Interesting that they have put a public denial out for (what seems to have been) a private bid, maybe they really don't want to sell him?
There's no logic in making it public if that's the case.
This is just an attempt to make it look like they put up a fight with the fans and to make sure all teams know he'll be a Spurs player unless they can beat our bid.
See Levy's unequivocal statements for a comparison - there's a big difference between "we don't plan to sell" and "we will not sell".

Absolutely clear that this is Peace placating the baggies fans before Saido is sold, whilst trying to whip up interest from other parties, heck we may not eventually get him but I wonder whether Mr Berahino is enjoying being treated like prized cattle.
Absolutely no point in him making this statement if it really is his intention to hold onto him, he could have made a statement after the window closes informing his fans he rejected bids. Its not like MOPO is hanging out his car window to ssn informing them that we want saido have offered a good price with a cherry on top.
In other words we are conducting ourselves correctly....West Brom are trying but failing to be clever.
We all knew our first bid - hopefully at 15m would be rejected....know for the nitty gritty, would love to see how Saido reacts after todays little muscle flex from everyone's favourite Jeremy!
