The Ivory Coast international only arrived from CSKA Moscow in January for €18m, but has been a flop in Serie A.
According to SportItalia television, West Brom are in negotiations for the 27-year-old.
CSKA Moscow expressed a desire to bring Doumbia back to Russia, but only on loan.
Roma need to sell in order to raise funds after spending big on Mohamed Salah and Edin Dzeko.
