How many managers in the league do you think go off and just do their own thing?
I'd assume there are two, maybe three.

He gives Levy a list even on the back of a fag packet (determined by a budget he has and in line with the strategy and criteria) and Levy then commences negotiations for those players. The identification process should be down to AVB - Levy is acting up as a Director of Football and really he isnt all that qualified to be one the same way a Director of Football is not qualified to be a CEO.
Like I say how much we spend really does depend on where we are come January 1st but we also said that last season and the season before. How much we spend also depends on whether those players are available now assuming the likes of Moutinho and Willian are the targets - I very much doubt they will be available in January as they are in CL and they wont leave. I dont know if those teams are knocked out or not I dont know where they are in terms of progression into the next round.

I suspect we might try and do a Leandro (£20m)-Defoe (£8m) swap too, so if that comes off then £17m net.
I know, that is what i assumed you meant. AVB shouldn't be alone in all of these choices, as the club will be there when/if he is gone.
You say Levy is not qualified to be a DOF, well nothing has shown that AVB is either. He inherited a good squad at Porto, and the Russian makes all of the calls at Chelsea. Imo Levy has shown far more DOF qualities than AVB, which has been shown in some very astute purchases of players.
For what it's worth i don't think it is either of them making all of the calls, i'd say every transfer thus far has at least been agreed upon between the two of them.
AVB isnt a DoF no but he is more aware of what players he wants, players that would fit into his style and what qualities he wants in a player. He would also have more knowledge of the market, as Gutterboy mentions, in the likes of South America. I dont care about a DoF I care that for a Manager to get the best possible success he buys the players.
Unlike you I dont think AVB had agreed to some if not all the transfers thats my opinion though.

AVB did used to be a scout so I'm sure he is a decent judge of player. He also discovered Oscar who looks to be pretty handy.
Fryers is the young LB we wanted from Man U (who trained with us all summer) and that we possibly sent to Standard Liege for six-months to circumvent having to pay £6m compensation.
I guess the Dawson sale would depend on Kaboul's fitness situation.
I'm sure he has a very good knowledge of world football. But he was an opposition scout (i.e. he watched upcoming opponents and reported on them), not a talent spotter per se.
I totally forgot Fryers - I dont know how good he is. Think about it getting rid of Dawson when we have to play the likes of Stokes, West Spam and the other long ball merchants would be a bit mad considering we have Gallas who just seems past it and cant handle long ball merchants or quick attacking teams.
I am a believe you need two players for each position and having Daws/Kab/Caulker and Vert is sufficient.
But Gallas has no value (likely retiring in the summer). Whereas Dawson would pay for nearly half a Moutinho.
If funds are limited I'd rather have 3.5 CBs and a ballplaying CMs, than 4 CBs and no-one who can retain possession in the middle of the park.
Then we come back to how we spent the money last summer and whether some of it was wasted or not.
Then what happens when next summer we get rid of Gallas? We will still have to get another CB (I dont know how good Fryers is but he never seemed like a regular in this country whereas Caulker had proved it with Swansea) So essentially we would be left with 3 CBs next summer and an unknown quantity in Fryers. I would not be confident with that being sufficient.
