FIFA: Destroying Football Since 1904

What counts as a league? Would PL, EFL and NL each be allowed a game? I'm guessing not as the FA approves the game (not the league), which probably means all leagues under a FA count as one league for this purpose. Imagine Man Utd and Liverpool arranging a game in Riyadh against the PL's wishes.
