I’ve had a good chuckle at this today, it’s a nothing rule, there is no flights from 95% of the red list destinations and in the case of South America hasn’t been for months- which made the ban a few weeks ago a bigger moment of laughter.
It’s PR pure and simple.
Yeah We’ve got a couple of flights next week To Germany and back which haven’t been cancelled (so no refund). I can rebook at the weekend but what a joke.

The hotel quarantine applies to people coming from those destinations on indirect flights, and the home quarantine, two-test + fines/prison sentence apply to everyone.
But I won't be holding my breath on a strict level of enforcement. It's just something else they can point to, to say "we're protecting the borders". It only means something if there are resources to police & enforce the measures.
Because essential travel is still allowed, and there are people outside of that category willing to break the law and travel. So if the airline thinks it will have enough passengers to justify a flight, there's no reason not to keep it on the schedule.
Costs are going up now, with the two compulsory PCR tests that will be needed during return home quarantine, in addition to the one required before a traveller can get on a plane. It will dissuade more people I guess.

Getting back might be a little circuitous - you'd need to fly to somewhere in Europe with open borders. Then you'd be able to go to Ireland and fly back from there.

I mean, i know someone who flew in from SA and is quarantining but he easily could just ignore it if he chose. Also - how does someone get home from the airport?
1) Public transport - potential to share COVID with lots of people
2) Taxi - potential to share COVID with one person (who interacts with lots of people in the course of their daily job before symptoms may develop (if at all).
Our failure to quarentine properly again, means the horse has well and truly bolted over controlling the SA variant. "oh but the UK is a major hub" - yes that's exactly why you want to implement quarentine, for that very reason. You think the SA variant will be prevalent in Prague? No. It will be in major hubs like ours and we've already lost control.

Precisely.I thought the hotel quarantine was for people coming on direct flights, how would they know if I flew from Dubai to Germany to London for instance apart from the form you fill in which from accounts no one checks anyway.
You forgot to mention he needed a clear test to get on the plane heading to the U.K. which is quite a big part to miss out and put context to the rest of that.
