That was union action that stopped it. We have to assume people will work in the best interests of the country when planning - selfishness is a separate issue we will need to deal with.
It actually wasn’t. The PM himself said that schools were ‘vectors of transmission’ and that schools needed to close to full learning given the levels of infection in the community. You may remember that he actually sent everyone in for a day at the beginning of term for his latest organised super spreader event before changing his mind - again.
Thousands of teachers are currently in schools, by the way.
