Dr literally said "the baby tested positive for measles" they literally would not have made such a statement had the baby not had measles. You dont make a statement like that if the baby did not have measles

A coroner, Dr or whoever would not say a baby had measles as a statement if they didn't, they would have said "the baby did not have measles but carried antibodies" to make sure any doubt was covered.

I think saying the child tested positive for measles antibodies is clear enough. Especially in the context of the rest of his statements which is were. complete contraction of the Governors statement.
