    Essentially over that 9 year period their 2 biggest signings each window would not have been able to happen. Your talking about Tevez, Lescott, Dzeko, Toure, Aguero, Silva, Nasri, Fernandinhio, Sterling, DeBruyne, Stones, Sane, Walker, Laporte. They are a mid table team without these players.

    Chelsea are only guilty of one of the core charges. Paying players/agents off the books. City are guilty of that as well as breaking FFP/PSR, Falsifying financial records and non compliance.
