I see Maddison head the ball, the ball hit the keeper, then the keeper’s chest and Maddison’s head come together.

I see Maddison head the ball and the keeper hit him with his leg… then the ball hit his head… then he chested into Maddison

I think the keepers arms are spread out wide rather than going towards the flight of the ball which suggests to me he's not going for the ball and it's a reckless challenge.

He's not, he's coming out for a ball he's knows he's not going to get, making a big barrier hoping the ball hits him, if a forward crashes into a keeper hoping he was going to get there first and doesn't that's a foul and reckless same rule applies.

An outfield player commits a foul if he goes through an opponent to win the ball how is that different?

Because he’s not an outfield player. He wasn’t trying to win the ball, he was preparing to make a save.

Keepers have to make themselves big and block the path between ball and goal.

The save happened before contact. That happens in pretty much every game, it’s rare that the result is a penalty.

Made himself bigger
Player gets the ball first
Keeper takes out the player
It’s the same as sliding in for a tackle and not the attacker getting there first but his touch may hit you… you’re still taking the attacker out and it’s a foul. We have a history of doing that

Maddison clearly heads the ball first.

Then the keeper makes a save, and the contact doesn’t matter.

The gks knee hit maddison before the save. Even if it didn't it was dangerous. Just as an elbow when going for a header or a tackle studs showing is a foul.

Hence why we got a penalty.
