They are repeatedly looked at but unfortunately the press who do, don’t get as much press

If anyone it's the prem that needs to look at this. Maybe even the police. 2 vietnamese gambling companies. Gambling is illegal in vietnam. So wtf are they?
 
It clearly stinks, but I doubt any actual law is being broken.

I wouldn’t be surprised if City (via their owners) are involved in these as well, widen the pool of this model to get more support in their cases.

There might not be any laws being broken. But it is possible (money laundering etc...). You'd think the authorities might be interested in knowing why are they sponsoring clubs when they have no product to sell and where the money is coming from?

While I agree with the sentiment, this isn't strictly true. I was in Da Nang (big town on the coast of central Vietnam) last summer and it was full of Chinese people, many of whom were there to gamble. You're allowed to gamble if you've got a foreign passport, so there are a few massive casinos catering to that crowd. There's a trial (not sure if it's finished now) allowing rich locals to gamble too.
