That's what I thought about the champions playing a promoted side first up but having checked, Chelsea played Burnley at the start of the 17/18 season despite Chelsea being champs and Burnley not having been promoted.

We seem to have 4 of the 5 top 6 from last year away first up, also the 5th one is Chelsea and last up. Hopefully we can catch a couple of them cold in the away ones and then be fully in our stride by the time we play them at home for the second half of the season
